Look at how Topps had 792 card sets, Score often pushed over 900 or even 1000. Upper Deck, Fleer and Donruss each had large sets and several of them at that. Everyone and their brother managed to be included on a baseball card back in the day. Career minor leaguers, faint/hopeless prospects, senior Mexican league players (Pacific had you covered) and just about any other professional team even independent teams where no one is expected even to end up in AA or AAA.
