					<description><![CDATA[Someone at Topps really like Palmer. From the 1983 set, this card ALWAYS stands out to me. It is so richly vibrant in color and not unlike his 1979 Topps card. By Palmer&#039;s high personal standard, his last great season was 1978. He still was above average from 1979-82. Had the O&#039;s made the playoffs in 1982, there is a good chance the O&#039;s win the World Series with Palmer playing an important role. In 1983, he appeared to be just hanging on as testament to the fact that he was a post-season afterthought. In 9 Baltimore post-season games, he received no starts and only 2 innings in relief, albeit 2 important innings that netted the O&#039;s and him personally a win.]]></description>
